In the attached workbook named "locked" you can see that you can't scroll with the mouse wheel (at least I can't). This workbook is pared down, so it only has one worksheet, but in my workbook scrolling with the mouse wheel on other worksheets works fine. The attached workbook named "unlocked" does allow you to scroll. I created the "unlocked" workbook by unhiding all rows at the bottom (actually selecting "unhide" doesn't work--you have to set the row height to >0; I set it to 12). At this point you can scroll. Then you can hide the bottom rows again and you can still scroll. You can create the "locked" workbook from the "unlocked" workbook by removing a column, at which point you will not be able to scroll again. Adding a new column doesn't seem to cause any problems. Adding/removing rows also doesn't cause problems.
