Need help with ratelist for dhl in shipments

kindly find the attachment and plz help me with a single line formula,
in sheet SBD in Colum (S) i have weight and in Colum (AM) i have country name i need rates in Colum (CB)
in sheet C in Colum (A) i have Zones and could (B) i have country names,
in sheet DHL i have weight in Colum (A), ZONES from Colum (C) to (Z),
but after 30 kg there are only per kg rate which have to multiply manually,
i need a single line formula which calculates the exact rate for the shipment kindly help file attached for reference,

please do not use VBA scrips please,
this file is in .xlsb format, because original file contains more than 72000 entries,
but this file have only needed entries only like 20 entries.
