IFS Formula #VALUE! Error

As seen in attached excel file, there are two sheets. Actual data file has lot's more columns and rows and records. But in attached sample sheet (error sheet), the IFS formula gives #VALUE! Error for Cell B2.

Please help with :

(1) Correction in the IFS Formula

(2) Any other simpler formula
