Macros not working for Excel 2003 after re-installing Windows 10 64 bit on clean hard disk

I'm looking for help with missing controls in Excel 2003 after I had to format my hard drive and re-install Windows 10 64 bit.
In Tools, References: MISSING: Microsoft Windows Common Controls-2 6.0 (SP6)
VBA highlights this function "Trim"
and the whole line is: If Trim(Worksheets("Sheet1").Cells(s1Row, 3).Value) <> "P" Then Exit Function

I have downloaded and ran VisualBasic6-KB896559-v1-ENU
and typed in the cmd window from the c:\Windows\SysWOW64 folder: regsvr32 mscomctl.ocx
The PC has been restarted.

Anyone have a solution?

edit: error code when running regsvr32 mscomctl.ocx is 0x8002801c

Solved. The solution to running regsvr32 was to open the cmd window with "Run as administrator".
