I am looking for assistance in how to build a "easy" target line or target goal within excel. I am thinking it would be a similar to a bar chart that would prefill as specific metrics are met.

If I am not misunderstanding: create a series of values, all equal to the target value, and plot this series on the chart along with the actual data series.
Upload a sample workbook showing the desired results if the above is not a viable solution for you.

I do not have a file... I was just requested to create some type of target goal/line within excel to show folks that targets are being met by specific metrics.
I found something on the internet but the data was in MS Excel 2007 (which I do not have at the moment).
Just wanted to see if anyone had any ideas of how to at least start something like this?
You're not very clear on exactly what you are looking for.

Not 100% sure what you're looking for either. But to graph a line on a chart (say your "goal line") do the following:
1) Add a data series to the graph (click on graph, add series)
2) Choose XY Scatter - The one with the lines - for graph type
3) Plot X-values along the length of the line. In the attached example, I used .2 and 1
4) Plot the Y-values at the "goal" number - twice.
This should give you a "line" on a graph.
