Populate an offset cell with a specific value

If a cell in column h, from row 45 to 367, contains a number between 1 & 16, then i want to auto populate the cell 42 rows above it & 2 columns to the right of it with the number 1. When this occurs the numbers 2 to 42 appear in consecutive order below the offset cell value of 1. Can this be done?
