How to create a document that can be typed into, but not ever changed??

I want to be able to type on top of lines that I create in excel. How do I create a document that will enable me to do that and save it for next time that same way??

For example... how are the documents created that we can type into, like online job applications? How can information be input into those fields without changing the formatting???

    Thank you.

In Windows Explorer, you can change the file properties to read only.
