Trying to allocate values in a cell up to a specified ceiling, then move to next ceiling

I am trying to allocate an amount from a ceiling over several cells. Once the ceiling is reached, I need to allocate based on the next ceiling. The allocation needs to be the exact amount in Column A. If there is not enough funds left within the ceiling then I need to use the funds in the next ceiling so that Column A is fully allocated

Thanks for the response, I actually need to take it one step further though. I would have another pot of funding besides the $1400 in your example. So I could have another $1400 that would then need to be allocated, starting with the cell that did not have enough funding from the previous pot. Hope that makes sense.
