New to macros: set up an alert or notification

Looking for help to create a macro which would search through certain columns and post an alert/notification with the employee name (at the top of the collumn) and date (to the left of the column) if the cell value is less than 12.

I Have attached a sample of the layout of my spreadsheet.
My goal is to search through the "Hours rest" "Total hours" "Accum. Hours" and "Shifts" for exceedances.
I have set up conditional formatting if an excedance occurs to mark the cell red, is there any way to check the cells for red formatting and create an alerts based on that ?



Any help or any links to helpful websites on creating an alert for this would be great
