Check Cell Format across the range

Hi,
I am trying to establish cell format for specific range. I need to check whether all cells has numeric value with two decimals within range.
I used Cell function but it gives me values for specific cell only. Is there any way, i can extend Cell function to check across the range.
I would like to see count of number of cells which has 2 decimals and count which doesn;t have 2 decimals..
please comment.

i will count as 1 decimal place for 15.7

It works. now only thing need to sortout dynamic range. e.g. if i need to check decimal format across the column B, is there any way to check it?
