Is there any way to open a new excel instance in Safe mode?
Right now I am usingto open a new Instance. I open the new excel instance and then do some stuff on the new opened instance.

Some users have troublesome AddIns that i dont want to load.

hmm maybe you mean you want to disable macros? Do that under File/Options/Trust Center/Trust Center Settings/Macro Setting/check Disable
Using CreateObject won't load their Add-ins or startup files anyway.
Yes FDibbins; Office applications have "Safe Mode".
