I want to do it using Excel VBA if possible, so I can output the results into the Excel sheet.
Your question is outside the scope of this forum, and likely not possible with Excel VBA. I would say your best bet for implementing this would be in .Net using VB.net/C#, although getting the browser state of users outside of the current windows session the application is running in may not be possible due to OS security protocols, I am not well versed enough in windows local security policies to say for sure.
Sounds a lot like snooping/spying to me?

Hello ztodd,
I would look into using a Windows Management Instruments or WMI script which can be run from VBA. These scripts often require being run with Admin privileges. If you would like me to look into this for you, let me know.
