Macro that can delete rows where duplicates found and replace with average value

I need a Macro that delete rows where duplicates are found in Column H and replace with average value found in Column N.

Please see the attached Excel File.

Duplicate in Col.H? "TOTAL" column?

Duplicates in Col D. "STPNO" field.

Delete entire row where duplicates found in column D, "STPNO" field and replace multiple values found in column H with average or normalized value found in column N.

Place value from cell N20 into cell H20 and delete entire row 17, 18, & 19.

Values in cell F20 and G20 will no loner make sense now, but that's okay, I will delete columns F and G eventually anyway.

Attached Excel Spreadsheet shows what the output should look like after macro is run.
