Use VBA to do conditional formatting- change column color based on cell value

Dear Experts,

Could you please tell me what's wrong with the following coding? Thank you very much!
If the cell value between E4 and P4 is "Actual", the relevant column should change its color correspondingly.
But nothing happens when I run the codes below
