Text box input in a proper time format

I have a text box which takes input from the user and convert it into time format ( HH:MM AM/PM ) . I want to allow the user to enter either numbers 1-23 which will be converted or time in mentioned format. Any other entry shld be discarded. Also i want the mins to be in 15 multiples ( 00,15,30,45 only ) . Hope i have made myself clear. Here is the code i used.
