Auto Create Linked Picture from Range

Hello everyone,

Please help me...
I have sheet("Form") that need to insert linked picture from range("rngFooter").
Last row is dynamic and must be inserted link picture atleast 3 rows below of the last row in sheet("Form")
and linked picture must auto create just in case accidentally deleted the linked picture.
