Tab Name - Using Concatenated Values

I have the following code for my Worksheet Tabs

I want to be able to use the contents of R23 which are Concatenated values from P23 and Q23

If R23 is text the tab gets named/renamed, but if R23 contains the formula nothing happens.

No, that does not make any difference. However, if I go into the formula bar and hit <Enter> the tab renames, but obviously I want this to be dynamic.

D200 is referenced but only because I have moved the concatenate for aesthetic reasons.
