VBA- IF Else, Adding Threaded Comments and Replies

I am hoping someone can help me figure out what I am missing with this macro. I would like for the selected call value to be added as a new threaded comment if there is none existing, or a threaded reply if a threaded comment exists. The first section works by itself in it's own macro and the second works for its criteria as well but if I join them, it will error if there is a comment existing. I had thought it would be as easy as reversing a ">", but neither work reversed which I don't understand either.

This is driving me nuts. Any help would be appreciated!
