Create New Rows Based on the Cell Lines and For Comments Too

In the attached file Column A is the base which needs to be considered for the below tasks

If in Column A cell is having multiple lines then duplicate the row below to the number of lines in cell and duplicate row needs to be created below for each line of cell.

Next is the rows needs to be duplicated for cell comment lines too... and each row should have each line of comment.

Please go through the attached file for details.

Please don't populate the result on another sheet I need to happen in the same sheet itself. I have shown both present and expected data for your reference.
