List Data Validation + option of "INC"+12 digit number"

Hi,

I would like to have a data validation drop down list that provides 3 options:

1) Notes
2) Action
3) The option to enter a 12 digit number that will always be prefixed by INC e.g. INC000123456789.

Is this possible?
