When I save the attachment using a mac and ms office excel 2011, drop downs are removed from column A rows 10-21 and 26-35. Any idea on how to resolve this?

You need to name the ranges that contain the validation lists and then use those names rather than referring to the ranges directly. Versions of Excel pre 2010 (and all Mac versions currently) do not allow direct references to other sheets in data validation.
FYI, it would have been easier for people to help you had the worksheet not been locked so that the DV settings couldn't be viewed.
