Move separation line between rows/columns without moving everything

I'm currently editing my CV in google sheets and I find myself manually shrinking and widening rows all the time to fit the different sections I'm creating. What would make the process a lot easier is a way to move the lines between rows or columns without it making the rest move. In other words, I want to be able to widen a row so that it makes the next row smaller by the same amount and thus keeping the rest of the document the same. Is there a way of doing that?

My first question would be why you are editing a CV in Google Sheets instead of Google Docs. A spreadsheet program is not a good text editor/layout tool.

I barely know how to use word properly so I cannot do all the formatting to make it look the way I want there. I know it can be done, just not worth learning it when I can get the same results easily in excel.
Also, if what I'm looking for can be done, it will be useful to me for more than this current document. I mentioned the CV only because it's what I'm working on right now.

NO, there is no way to do that in either Google Sheets OR Google Docs.

Nor Excel for that matter.
