How to show the first value of a group in a column ?

I am currently struggling with showing the first value of a group in a new column. I tried the following formula [=OFFSET($J$9;MATCH(C$10:C$126;$K$10:$K$481;0);;;1)], where J9 is the value that needs to appear in the new column L, C10 is the country and its rank, K10:K481 are the matching countries and their ranks.

How it should look:
