How to sum Multiple rows based on multiple conditions

Hi there,

i am trying to write formula in cell D3. Data is given from row 11 to 28.

Basically i want to sum the lines based on the Year (one condition) and match the name in column A with the name in the Column B /(second condition). For example, Insurance is in 4 rows (13, 14, 15, 16), i want a formula in cell D3 which adds the insurance cost based on Year "2022" and "Insurance" in cell A3.

would really appreciate feedback.
