Alternative option for VBA on tablet

I am creating a userForm for a friend to use on his tablet so that he can poll people standing in lines at his store... however, it was not until I began work on this project that I realized that the "Mobile Version" of Excel does not support VBA... so that option won't work.

I was then going to use Microsoft Forms, but his tablet is not internet-ready, and there aren't any wifi routers he can access... it's just wall after wall, but there has to be a way to accomplish this....!

The tablet is Android Tab 6 Lite
Have full access to the Microsoft 365 app catalog
No direct access to internet - everything has to work offline

Any ideas?
