I am wondering if its possible to do the following
For Example
If Cell O25 = 1 THEN BOLD CELL J25 AND L25?
I also have 30 sheets in my workbook if there is a way to apply the function to all sheets in one go

Yes. You would need two rules in this case: one for J25 and one for L25. For the format equation you would just have
=O25=1
As for applying across worksheets, that is something Excel used to be able to do, but is no longer allowed. Don't know why. Using format painter across each sheet seems to be the fastest method.

One formula will do. Select J25, then with J25 selected, Ctrl+select L25 then apply the formula: =$O$25=1
Notice that the refers to range is: =$J$25,$L$25
