That downloads ok for me. I briefly get a blank window open, but that has always been the case.
I see no problem here. Just like any other file, it does open a blank tab, and also shows a Save As dialog. After the dialog is closed, the blank tab closes. Maybe the Save As dialog is being shown underneath some other window and you are not seeing it.
Once a file link is posted here, it is just an HTML link on the page, to the file as stored on the server. There is no action taken by the server other than to return the file when the request is received. When you click on it, the action is the browser retrieving the file from the server. As far as the Forum's server is concerned, there is no difference in treatment for different file types.

I turned pop-ups on for the site. Still no change. The above file does the same for me.
On my iPad, it opens a new tab titled about:blank (expected) with a download box at the bottom of the tab (expected). Clicking on the download option shows an open in box at the bottom of the tab (expected). Clicking on open in allows me to select what to use to open the file (expected). Clicking on Excel opens the file. All as expected.

I think this is a device issue - the file opens fine for me on my laptop (in Firefox), but not on my iPhone (not seen this before on the iPhone).
Its on a windows 10 desktop. I can actually download it using my iPad and I guess email it to myself.
Is it all .xls files? Or just one? I never had any issues when I had Windows 10, I have to say. Very odd!
I use the current version of Firefox. Setting are: save to downloads, what to do with excel files - save, block dangerous downloads. The rest is just history related stuff.
All files I try to download from this site just popup a blank tab with no choice to save and no save started.
I used Firefox when I was on Windows 10 and I use it now. Has this problem always existed or had it just started? Id suggest looking at other possibilities. Do you run an AV and if so, has it recently updated?
