Just spent ages looking for it, without success. Then I wondered if it was tacked to the bottom of the old rules page - it seems it was.
Managed to recover it from the editing history - is the below what you were looking for?

- Ensure your question is not too vague. Don't assume anyone is familiar with your problem. While you can upload small attachments, describe your problem in the body of the post. We are fortunate to have several Excel gurus, but few mind-readers.
- On the other hand, skip irrelevant details. Be descriptive and concise. Short, direct, and to-the-point questions with apt thread titles are almost always answered promptly.
- Keep the scope reasonably narrow. Questions like, "How do I set up an accounting system in Excel?" might be a long time waiting.

I doubt it. I have compiled posts and simply forgotten to post them before moving to another thread, and when I've come back, of course the post is gone.
We have a moderation code, and that code does not allow us to delete posts unless they are exact duplicates, or contain something offensive, or are moderation requests that have been fulfilled.
I certainly haven't deleted anything from this thread.
Also, FWIW, moderators extremely rarely permanently delete a post, in spite of what some posters appear to think.
We normally "soft delete" a post which renders it unreadable, but it can be seen that a post was there. I can't remember the last time I permanently deleted a post that wasn't spam.

It might be an idea to replace the yellow band at the top of the page with a reminder that the provision of a sample sheet is generally a good idea... and how to do it. There is so much clutter generated by requests for sample sheets to replace the acres of text, pictures, pdfs, word documents and (on at least one occasion) badly-taken pictures of a PC screen that we are given....
