I have made a post with an downloadable item to review and it shows that it has approx. 2,700 views, but next to the item to download it shows 14 views. Does this means 2,700 have click on my post and did nothing and 14 actually downloaded my file. Just wondering.

Guessing you're talking about the Sudoku game? 2700+ views and 14 downloads of the file. I guess there were a lot of people looking for Sudoku, but maybe not a game in Excel. And 14 people were interested enough to download the file ... but sadly, not enough to pass comment.
