Count incorrect in Pivot Table (Excel 2010)

I have a calculated field in a data table with a simple IF equation that either returns a "Yes" or nothing (Elapsed time within 30 minutes (inclusive)). When that field is included in a Pivot Table, it counts all cells, ragardless of whether there is data in it. It should only count those cells with data.

There is another field that calculates correctly in the Pivot Table (Communication).

I have tried changing the cell format. I have tried refreshing all of the blank cells by hitting [Return]. I have tried re-writing the formula several ways.

I have attached a sample of the Pivot table and data below.

Data I expect in the Count of Elapsed time within 30 minutes field:

Department
D: 2
E: 3
C: 1

Facility: 2
D: 1
E: 1
C: 0
A: 0
B: 0

Thank you for that. I need it to be in the same table. I know that if I put that as a column label, I can sort it that way, but I need the all columns to appear as they do on the first tab.
