Your file does not include any examples of the charts you have tried. It might help us better understand your question to see what you have tried, with an explanation of why it is unsuitable.
I find that a lot of charting questions are often more about arranging data in the spreadsheet rather than creating the actual chart. The arrangement you have should be good for creating a scatter or line or column or bar chart, but it will not work well for a bubble chart. In order to create a bubble chart, I would change the arrangement of the spreadsheet to a list rather than a table like you have:
The number in the second column is just an arbitrary number (I chose 1 - 8, you can choose anything that makes good sense) to replace the text section names for the vertical value axis of the bubble chart. If you feel a real need to show those text categories on the Y axis of the chart, you can use a technique like this to "create" a vertical category axis: https://peltiertech.com/Excel/Charts...egoryAxis.html
With the data arranged like that, creating a bubble chart should be as easy as selecting those first three columns and inserting a bubble chart.
