please have a look on the attached screenshot. Excel does not accept any change on the number format.
What is the reason and how to fix this?

Show your chart data, and also show your chart.
Although the Excel inherits very little data, the file size is 1.3MB and I cannot reduce it.
When I use the Custom Format (I've got Excel 2010 which doesn't have the 'Add' option when you have the Number..Date selected - which is prsumably an addition in 2016).
However when I use the Custom format it works for me. What are you trying to show. Are you sure the cell selected is indeed a proper date number?

What kind of chart is it? Is it a Pivot Chart? Are you sure the dates are really dates and not text? If a date does not respond to formatting, it typically is stored as text.
In a category axis, the labels are text, anyway. If the text represents dates and you want to change how the date appears, you need to change the format of the source cells that feed the axis.
If this all does not help, post a sample file. Reproduce the problem in a smaller file and upload that.
