You could use Data bars, within Conditional Formatting, to do that.
To get the exact look you may need to use 2 columns of values. The right column would hold the CF data bars with no value shown

Another way would be to use this in B2:
=REPT("|",A2)
then copy down. You could use other symbols than the pipe character.

You may also find Sparklines useful. They won't show bars but they will show a line representation of a data series in a single cell.
