    This is a subjective opinion.

It would help if you would upload your data so that we can see what you're working with.

What's the most important point that you're trying to demonstrate? How Appraisal ratings relate to job grades, or departments, or how job grades relate to departments, or how departments vary with the numbers of job grades?

Only you can determine what's most important and the point you are trying to demonstrate with a chart.

Re: Best Chart to analyse Historical data and trend

Not much to go on. Usually when I think of looking at trends with time, I first think of a line or scatter chart, but that's really just a general, vague preference that will depend entirely on the data I am wanting to visualize.

In many ways, this kind of question is not specific to Excel. Some reading material for choosing chart types and general best practice ideas:
Not specific to Excel, and includes some chart types that Excel doesn't readily support: https://infogram.com/page/choose-the...-visualization
Another not specific to Excel: https://www.datasciencecentral.com/p...pe-infographic
Someone who generally has Excel in mind: https://chandoo.org/wp/chart-selection-process/

An internet search for something like "how to choose the best chart" should pull up several other hits, too. Maybe review those, come up with some ideas for your chart -- if nothing else, start where Chandoo starts and ask/answer questions about what you really want the chart to communicate -- then help us understand what you want and we should be able to help you come up with a chart.

I'm confident it will be possible, but your request is still kind of vague and generic. My first thought for "job grade vs. appraisal rating" is a scatter chart, but, as my previous response, it's kind of a generic response to a vague question. Help us understand the specifics of your analysis and visualization challenge and we can be more specific.

There's no reason it wouldn't be possible that I can think of.

However knowing what YOU mean by this three variable requirement would help considerably. As I said this type of request is quite subjective. Even when we understand the point you're trying to drive out by the chart there's always an element of subjectivity. What I may think is the best presentation may not chime with your thoughts.

A sketched and scanned picture would be useful.
