Issue with graph

I have a series of data from a control table for different regions of a company. Each region has a country and each country two different areas. Within each areas there are different departments with their controls, then I have the option to say whether the controls are effective or ineffective. I would like to create pivot tables for each region (Seville, in the example I show).

My goal is to make a graph for Seville (then another for Valencia) where it simply shows me the percentage of effective and ineffective for the control design.

If we look at the tab "dynamic tables" we see that in Seville there are 3 effective and 4 ineffective controls. Therefore, I would like the graph to show: 3/7 = 43% effective and 47% ineffective.

Instead, I get 7 servings with a 14% assigned (100/7)


Can you help me, please?
