Chart to Display Deadline Compliance

Hello everyone,

I'm rather capable with Excel but not a wizard, so I'm quite lost.

I'm working on a dashboard and would really like to have a pivot chart that displays deadline compliance regarding incident reporting.
I've attached a sample of my data. (I've deleted all non-relevant info but kept the structure)

I was thinking that if I could create either a line of a bar graph representing the real data, I could manually insert a line where deadlines should be, giving a quick look at how many reports are late.

I would really appreciate any help, even if it's letting me know this can't be done.
