Pivot table for a number of employees by month

Getting frustrated trying to create a pivot table for a number of employees by month. I am trying to generate what the number of active employees by month (whether active or terminated)

Even better would be for the pivot table to count both active and inactive employees by month.

12/2020 = 1 active employee
1/2021 = 7 active employees (6 new hires and 1 from previous month)
2/2021 = 18 active employees (21 new hires and 3 terminated)
etc.
