Conditional formatting not working

Hi,

I have this spreadsheet, column A is a random control number, and column B is a random number entered. Each room will have different numbers.

If a cell in column B is larger than the adjacent cell in column A, then make that cell in column B red; and the same for the next rows.

I can't seem to get it to work. I've attached a small sample.
