Formula to copy insert/paste current row to below based on cell content

Hi all . I'm new be kind. I need a formula to insert copies of the current row to a insert a 1,2,or 3 rows directly below. Scenario: I need to survey people. If i have 1 person in a survey, I would say put the number 1 in cell A3 for example. If there are 3 persons in my particular survey then I need to record details for all 3 people; so if A3 = 3 then I need excel to insert 2 more rows for me. cant be that hard.. is it? preferably want it to copy the current row and paste in directly below. Thanks in advance.

If there is only 1 person to survey then i only need 1 row. If there is a group of people (say 3) to survey, I need to insert 2 rows to enter data for the other 2 persons.. each survey type is specific (sorry should have put that in example) so at say the 5:00am survey i may need 1 row (1 person) but if there are 3 persons, i need to insert 2 rows prior to the 6:30am survey as it will be different

I changed a few things in the test file to better explain what i need to do..

the second part of your reply is correct.. there will be data in following row (for the next survey time hence my need to insert rows to allow for the number of people being surveyed. I thought i might have been able to type "3" hit enter and it insert 2 rows for me.. oh well thanks for your help much appreciated
