Has anyone ever had an issue with Conditional Formatting where the text goes to the bottom left instead of middle centered like the cell indicates? Is there a way to adjust this from happening?

Ensure you describe your problem clearly, I have little time available to solve these problems and do not appreciate numerous changes to them.
Yes here's my file, the conditional formatting is in Column E.
Looks fine to me using Excel 2007. The text is centred vertically and horizontally as per the cell formatting and the colour is as per the CF conditions.

I've attached a screenshot of what happens when I scroll down and then scroll back up.
I can't reproduce that effect. Scroll down, Cursor down, Page down, whatever. No problem.

I just copied the tab into a new workbook and the issue went away, it must have something to do with that particular workbook.
I downloaded this workbook from a google doc file, could that have something to do with it? Maybe the conditional formatting is different?
I have tried with 2013 in windows and can't reproduce the problem.
