How to change cell colour, if the colour is based on value from formula?

Hi guys,
I am trying to accomplish the following.

Tab 2: The priority of a service is determined (1,2,3 or 4), see L11-L14.
Tab 5: The value calculated in tab 2 L11-L14 is linked and displayed in tab 5 B7-B10. I now want to use the value displayed in B7-B10 to determine the colour changes in C7-C10, D7-10, E7-E10, F7-F10 as shown in the attachment. I looked up the conditional formatting rules for it but unfortunately I did not work as excel does not recognise the number in the cell but the formula.

I attached the file at it probably explains it better than I ever could in words. I coloured in the cells how I would like them in tab 5.

It is frustrating as I know exactly what I want to do and where the problem lies but I can't come up with the solution.
Has anyone of you an idea how to accomplish the colour change?

you can do with conditional formatting
instead of cell reference use val(cell reference)

Could you maybe elaborate a bit on your answer as I am still unable to get it to work.
I am 100% certain that I am the problem and not excel but I seem to be unable to figure out what I am doing wrong.
