In my column, how do I trigger a red flag if the percentage score is lower than the benchmark?

If your data is in column D and benchmark is in B1, highlight your data and then create a new CF rule based on value, using icon sets. Set the first two flags to "no icon" and use =$B$1 for the first two, selecting "Formula" as the type. Then the third will automatically be <$B$1 and select the red flag icon for that. Attached is an example.

That if the percentage is 0%, no red flag will be triggered? thanks.
