Index un-indexed items keeping original index numbers where they exist

I need to create a new index in which products which originally had index numbers keep them, and the un-indexed products get allocated the next available index numbers. The attached sample workbook may explain it better. I suspect it is an array formula and I am trying to get there without resorting to code.

    Grateful for any help
