Conditional Formatting and Linking with the Data

Hi All,

I have an excel file which consists of 3 sheets. Bill, Raw Data, Legend.
Most of the Raw Data information is Vlookup at Legend sheet, except the column for Projection Billing and Actual Billing Column.
While my Bill sheet want to refer to the value in Legend sheet to come out with the conditional formatting as below picture.
