Lookup only Month and Year in full date

I have a spreadsheet full of dates and times. I'd like to extract certain data based on just the month and year for a monthly website report but everything I'm finding and trying doesn't seem to work properly.

Here's an example:

5	February 17, 2017 10:03 AM	704	34

I'd like something where I could enter in a specific month and year (let's say February 2017) and it will return only data for that month.

If date = February 2017 (any day) return values:

February 17, 2017 10:03 AM	704	34
February 23, 2017 8:56 AM	980	25

I'd prefer something I could easily update each month...for example if cell D1 contained the lookup date and was changed from February 2017 to January 2017, it would update to show the first 3 rows in the table containing January data instead of the last 2 which are February. I can't seem to find anything that won't give me empty rows or where the formula itself needs to be updated each month (other people are using this, so I need to make it as easy to use as possible.)
