Conditional Formatting for cells that need to be filled out

Hello,

I have attached a sample of the spreadsheet I am working on. However I would like to have what I believe would be conditional formatting. When a new line is entered via the button press, I would like to have certain cells highlighted in yellow showing the user which cells need to be filled out and which cells not enter anything in.

Would you use conditional formatting for this? I have tried a few different ways, however I can't get the formatting to move down so that the new cell block has the highlighted cells. I am trying to highlight the cells that do not have a formula in them, as I don't want the end user to be able to enter that data manually.

I was able to figure it out, I just had to move everything down one row and then hide that row with all of the formatting in place. I am using the =ISBLANK(B13) and then I have the cells selected that I wanted to have filled out highlighted. Seems to be working.
