Filling in Blank Cells Based on Reference of Other Cells

I'd like to fill-in blank cells based on data that is available in my spreadsheet.

Example:
If ID AAAA shows no data in B2, but ID AAAA appears again in the spreadsheet and shows data in B3, fill in cell B2 with the data from B3.

If ID AAAA shows no data in column B throughout the spreadsheet, return "None".

It produces the results you had in the "ValueTest" column. If you change one of the values of AAAA to a higher number it will show the higher nuimber instead. Not sure if thats what you were aiming for.

That would work with my sample file, however I made a mistake in creating it. The actual file has text, not numeric values, so the MAXIF would not work in my real case.
