formula for rotating list

Is there a formula for another type of rotating list that will accomplish the following:

When "Y" or "N" are entered into column G, then row is moved to the bottom of the list.
When the next entry comes up the Y or N is changed to an "A."
The spreadsheet is never reset, it is on-going from day to day.
Drivers can be added to the list, so the list grows and the "bottom" therefore changes.
