    Simple COUNTIFS returns #VALUE!

    Sample file attached.

    Have a list of delays
    List includes delay reasons (i.e. codes)
    List includes minutes of delay

    I want to use a formula to count delay reasons with time brackets

    My COUNTIFS formula is not working.
