Vlookup on data table based on month + year to date

I want a vlookup in cell D and cell I (row 6) for budget variance. Vlookup on costid is no problem, actuals are no problem by combining sumifs function.

Concrete question 1 =>

How do I get the Vlookup on D6 based on month D3
Example => information in V1:D6 if V1:D3 is February 2022 => Budget!D2
Example => information in V1:D6 if V1:D3 is August 2022 => Budget!J2

Concrete question 2 =>

How do I get the Vlookup on I6 based on month D3 till year to date (D3)
Example => Information in V1:I6 if V1:D3 is February 2022 => Budget!C2 + Budget!D2
Example => Information in V1:I6 if V1:D3 Is August 2022 => Budget!C2 till Budget!J2 in sum
